  3. Flooring is usually sold in complete packs, so your final purchase needs to round up to the next whole pack.

A 4 m × 3 m room is 12 m² before waste. Adding a 10% planning allowance gives 13.2 m², which then needs to be rounded up according to the coverage of the packs you are buying.
